The Student Association of Criminal Law (HIMAKOPI) on 8 and June 9, 2015, held a Excursion Study to the office of Attorney General of the Republic of Indonesia, the Supreme Court (MA) of the Republic of Indonesia, the Institute for Research and Advocacy for the Independence of the Judiciary, Center for the Study of Law and Policy, as well as the office of hukumonline.com. The Excursion Study was followed by around 52 students and was accompanied by two lecturers Fachrizal Afandi, SH, SPsi, MH and Ladito Risang, SH, where one of the agenda is the submission of Position Paper about Strengthening the function of the Prosecutor, in the criminal justice system Indonesia.
According to the Chairman HIMAKOPI, Radhingga Dwi Setiana, the visits to several institutions in Jakarta was a continuation of the studies that have been done several times before HIMAKOPI related to the current issues of formal criminal law related with pre-trial and the strengthening the functions of dominus litis of the Prosecutor, and the material criminal law related to the bill of the Criminal Code (RUU KUHP) which will be discussed in the Parliament, later this year. The main different from this excursion study according to Mr. Fachrizal Afandi as the lecturer of criminal law, is that there is a preparation of the Position paper resulted from internal studies that have been conducted before to address the current criminal law issues in the community. Excursions study like this must be strengthened and continued to be preserved in the future excursions, Fachrizal said.
On the first occasion in a series of visits to Jakarta, at the Attorney General, in addition to discussions on the theme Strengthening the principle of litis Dominus Attorney of the Republic of Indonesia in the Criminal Justice System, HIMAKOPI also submitted a position paper the results of an internal review related to the analysis and efforts that should be made to strengthen the prosecutor dominus litis in the draft of Criminal Procedure Code.
Then, in the Supreme Court (MA) of the Republic of Indonesia, HIMAKOPI conducted a scientific discussion that discusses the practical matters relating to criminal justice in Indonesia, as well as the competencies that must be owned by the judge to keep the dignity of the judiciary in upholding the justice. Beside that, HIMAKOPI also held firsthand discussion about how the opinion of the Supreme Court of the Republic of Indonesia relating to arrangements of Pre-Court Procedural Law in the reformation of Criminal Procedure Law (KUHAP).
Lastly, Himakopi also visited some NGOs that are active in research related the reformation of criminal law and criminal procedure law, such as the Institute for Research and Advocacy for Judicial Independence (LeIP) in which they are concern on the issue of renewal of the Supreme Court, the Centre for Law and Policy Studies (PSHK) which initiate and oversee Advocate Law as well as the news portal, hukumonline.com that has become one of the main references in scrutinizing the legal issues. During the visit, the students are introduced how the mechanisms was work, a collection of literature and research that has been done. Radhingga added that in this occasion, they also held a discussions with the researchers at those institutions related to the reformation of the Material Criminal Law in Indonesia.
HIMAKOPI Chairman stated that, through this activity the students can acquire new knowledge related to how the practice of law is important to know in addition to textual knowledge acquired in the lecture during the class. Direct interaction with legal practitioners in each institution is expected to establish a good relationship, which can be useful for the academic interests of the students in their future career.
